Web App ASSIST training: Yeboneers

The newly developed Web App version of the WHO ASSIST (The Alcohol, Smoking and Substance Involvement Screening Test) represents an important tool in the detection and provision of accessible intervention strategies for harmful substance use. The tool is used to improve the ability to map the levels of risk across various substances of use and misuse within the country and is thus set to reimagine effective passive data collection and mapping for substance use disorder risk across South Africa.

This training on the Web App ASSIST takes place in George, Western Cape, with 40 youth counsellors. These youth counsellors will be screening adolescents in schools.

SA Central Drug Authority National Summit on Substance Use and Illicit Trafficking

About the Summit
The CDA has a mandate to host a summit wherein stakeholders engage on matters aligned to the use of substances in the country. The 4th CDA will host the 3rd summit in 2023, and it will be preceded by provincial dialogues.

The 3rd summit will consider a harmonised way to implement demand, supply and harm reduction in line with the National Drug Master Plan, i.e to support policy harmonization between health, social security and justice sectors, to support public health approaches for people who use drugs, people in correctional settings and other key populations.

The theme of the Provincial Dialogues and the SUMMIT is “Towards sustainable, coordinated and impactful strategies for national drug and substance use in South Africa”

Sub-themes aligned to the 7 Goals of the National Drug Master Plan will be advised at a later stage with the main sub-theme being," “Towards addressing drug and alcohol use in South Africa.” Sub-Themes will be focused on the 7 Goals of the NDMP 2019-2024.

African Union High Level Session on Addressing Substance Use and Related Mental Health Disorders

Objective

The overall objective of the meeting is to raise awareness and galvanise commitment and action of high-level Government leadership, policy makers, public health officials and other stakeholders to take appropriate measures (including legislative, administrative, social and educational etc) in addressing drug use prevention and SUDs treatment and related co-morbidities.

Specific Objectives of the high-level session
1. Enhance legal, policy and institutional frameworks to effectively prevent drug-use, crime and violence amongst youth
Sensitize for a comprehensive multi-sectorial health response to drugs. A response using the UNODC WHO International Standards on Drug Use Prevention and the UNODC WHO International Standards for the Treatment of Drug Use Disorders as guidance material for national and regional strategies in line with science focusing on human rights, gender-sensitivity and particularly vulnerable groups (children, women and youth)
3. Reflect on the overall health and social situation of drug use as well as experiences from the African Union that are in line with such standards in an effort to galvanize and network positive South-South experience exchange.
4. Discuss newly availed open-sourced tools designed for, and experiences derived from, Low- and Middle- Income countries in the field of prevention of substance use focusing on building family skills, life and social skills in a universal setting or in selective settings for higher risk groups (particularly those living in humanitarian setting).
5. Discuss newly availed open-sourced tools and services designed for, and experiences derived from, Low- and Middle- Income countries availing evidence­ based, affordable and accessible treatment services and systems in line with the human right principles. Such services will focus on alternative to convictions or punishment, treatment services geared for youth and their families as well as services for women including pregnant women. .
6. Advocate for the value of Youth empowerment and inclusion at the level of policy
making as well as·service provision and equipping them with the necessary tools, skills and platforms to become key enablers in preventing drug use, building resilience to drugs, crime and violence.
7. Mobilize Donor engagement and to commit increased resources for drug demand reduction interventions at the regional level and member state level
8. Agree on a roadmap for strategic interventions in addressing drug use prevention and SUDs among youth, women and children in African Union

Expected outcomes

1. Increased awareness and knowledge of drugs and drug use disorders and interventions in line with the UNODC WHO International Standards among High Level Government Leadership, policy makers, public health officials and other stakeholders
2. High Level continental dialogue stimulated to serve as a platform to promote
cooperation and collaboration to address evidence-based drug demand reduction responses
3. A roadmap for strategic interventions in addressing drug use prevention and SUDs
treatment among youth, women and children in the African Union agreed.
4. Donor engagement and expression of commitment and mobilisation of resources for drug demand reduction interventions at regional level and member state level.

Format of meeting

The high-level session will be held over three days, preceded by two days of senior expert meetings. Day 3 will culminate in the opening session and plenary interventions by Heads of State and Government on key meeting outcomes and the overview of SUDs and related mental health disorders on the continent. There will also be statements by the leadership f the AU, US State Dept.IINL, the World Bank Group and relevant UN agencies including UNODC, WHO etc.

Web App ASSIST Launch

The South Africa National Minister of Social Development will on 29 May 2023 lead the dual launch of the National Department of Social Development Integrated Programme and the newly developed Web App version of the World Health Organization Alcohol, Smoking and Substance Involvement Screening Test (ASSIST) (https://assistscreening.uct.ac.za).

This event launches two key initiatives in response to the call for integrated implementation of services in institutions of higher learning and colleges, especially, at the primary level of intervention by respective stakeholders to facilitate integrated early intervention and prevention programmes with specific focus on social crime prevention, risky substance use, and gender-based violence. The newly developed Web App version of the WHO ASSIST (The Alcohol, Smoking and Substance Involvement Screening Test) represents an important tool in the detection and provision of accessible intervention strategies for harmful substance use. The tool is earmarked to improve the ability of the country, at various entry points across health and social service sites, to map the levels of risk across various substances of use and misuse within the country and is thus set to reimagine effective passive data collection and mapping for substance use disorder risk across South Africa.

Catalytic Drug Demand Reduction Meeting for South Africa Traditional Authorities and Leadership

The overall objective of the meeting is to understand public health problems in jurisdictions under traditional leadership due to increased availability and use of psychoactive substances trafficked into the continent and also produced locally, and to create a national network of Traditional Leaders in DDR in South Africa.
Specific Objectives of the meeting
1. Affirm the critical role of traditional leadership in DDR interventions.
2. Assess public health problems as a result of increased availability and use of psychoactive substances in areas under traditional governance in South Africa.
3. Explore the potential roles of Traditional Leadership in DDR interventions.
4. Assess needs of Traditional Leadership for effective engagement in DDR chart next steps.
5. Explore the possibility of establishing a national network of traditional leadership for DDR.
6. Agree a roadmap for the incorporation of Traditional Leadership into the DDR training programmes :the Universal Prevention Curriculum (UPC), Universal Treatment Curriculum (UTC), Universal Recovery Curriculum (URC)and into the other continental and international standards and best practices.
7. Agree a roadmap for enhanced systematic data collection to enhance evidence-based interventions and research by universities into substance use disorders.
8. Assess appetite and possibilities of establishing One-stop Service centres under Traditional leaders to assist drug dependent people.
9. Harness areas of synergy and facilitate active collaboration.
10. Acquaint Traditional Leaders with knowledge of drugs and drug use disorders and interventions

Addiction Practitiners Forum

Substance-Use-Disorder (SUD) professionals often find themselves immersed in their work and as a consequence may not notice the ground-breaking developments which are happening around us. As initial-contact and treatment professionals, it is important that we invest sufficiently in our knowledge and understanding of new developments and the opportunities these may present.

For this purpose, the Addiction Practitioners Forum has been created by the South African National Council on Alcoholism and Drug Dependence (SANCA National) to close the gap between practice and theory. SANCA National has partnered the South Africa International Technology Transfer Centre (ITTC); International Society of Substance Use Disorder Professionals (ISSUP), South African Chapter and Clinical Governance to deliver this CPD initiative.

Managing Children & Adolescents with Addictive Disorders

This course provides students with an overview of risk and protective factors for child and
adolescent substance misuse, and discusses the prevention and treatment of substance use disorders amongst children and adolescents. Students learn about the normal stages of child and adolescent development, and how these may be affected by substance misuse. Students are exposed to lowthreshold evidence-based interventions for adolescents who misuse substances, as well as to ways to diagnose and effectively treat substance misuse among adolescents. Dual diagnosis, facilitating groups with adolescents, the impact of foetal alcohol spectrum disorders and prenatal methamphetamine exposure are also discussed.

Managing Co-occurring Mental Disorders

Evidence-based Treatment Approaches

This course provides students with an understanding of evidence-based treatment approaches for
addictive disorders. Students are exposed to evidence-based principles of treatment and learn about the theoretical foundation, core concepts and principal techniques of several evidence-based psychosocial treatment models. Screening and Assessment of Addictive Disorders

This course equips students to screen patients for problematic alcohol and drug use and conduct comprehensive assessments of the nature, extent and severity of alcohol- and other drug-related problems. Students are taught to use various screening tools and to effectively feed back these
results during brief interventions with patients. Students learn how to take a holistic patient history, conduct a mental state examination and present a concise etiological formulation. The practical application of urine testing in treatment settings is discussed. Students are taught principles and practical approaches to risk assessment, and clinical considerations relevant to alcohol and other drugs are examined. The implications that assessment findings have for patient placement and treatment planning are also outlined.

Understanding Addictive Disorders

This course provides students with an overview of alcohol and drug use both globally and in South
Africa, and the burden of harm associated with their use. Theoretical models for understanding
addiction are introduced. Students learn about the etiology of substance use disorders, as well as protective and risk factors contributing to their presentation. Barriers to treatment access are explored and students are taught about the neurobiology of addiction. An overview of classification systems for substances of misuse is provided and students are introduced to the range of interventions used to prevent initiation to alcohol and drug use, reverse the negative consequences of
use, and/or limit the harmful effects of alcohol and drugs where use continues.
